The travellers in the United States must choose between the body scanners and the manual excavation.
The C-42 bill, at present the study at the Standing Committee of transport, the infrastructure and the communities, will make it possible the airline companies to give all information which they hold on the passengers at the department of the Internal security (Homeland Security) of the United States for the flights which do nothing but fly over the territory of the United States. The companies will have to give this information to Homeland Security before takeoff and will not be able to allow the passengers to go up on board before to have received the approval of this one.
The media were repaissent of crusty stories since the travellers in the United States are constrained to choose between the “body scanners” and the manual excavation talking, which requires that the security agents palpate their buttocks, their genitals and their centres. Since the inspection, visual or manual, of these parts of the body is a coarse violation of dignity and intimacy of the people and that it does not bring any advantage as regards safety to saying many experts, the outcry which shakes, rightly toiletry, the public opinion does not cease becoming extensive. However nylon, each time one wanted to discuss these cold questions, the debate was limited to define what constituted judicious and reasonable security measures. Main aim
The C-42 bill currently with the examination before the Committee of transport of the Canadian Parliament aims at amending the Law on aeronautics in order to make it possible to the Canadian ropeways to communicate information concerning the passengers in Nonmember states. It goes without saying there that the passengers must provide certain personal informations to the authorities of foreign countries in order to be able to enter. But, in fact, it is not a question of that. The bill would consist in conforming to the requirements of the program Secure Flight by providing a heap of personal informations on the passengers even if those are on board a plane which does nothing but cross the airspace of the United States.
Unfortunately, the debate on the bill was delayed so much on questions of private life and information and about the practices of retention of the data which one ended up losing sight of the fact the main aim of the program Secure Flight. It is urgent that the Canadian population seizes that the stake is not limited to knowing if Canada degrades itself or not with the United States to decide that such passenger can cross the American airspace.
With the program Secure Flight, the majority of the Canadian travellers will have to require the authorization of the United States to go to Europe, in the Caribbean or to South America and to return from there. Thanks to these alleged security measures, the Canadian travellers not going to the United States will be subjected to the system of the manifestly arbitrary and artificially inflated list of monitoring of this country; thus, one will carry reached not only to their freedoms, but also to their safety since it is only one matter of time before innocent Canadians find themselves wedged abroad, in impossibility of returning to the country because one will have classified them under the heading “terrorists”. In fact, to date, nothing proves that the lists of grounding improve safety of air transport; however, a thing is sure: they represent an excellent method of monitoring and control of the travellers.
Violation of right
One us serine with the envi that the United States has a sovereign “right” on their airspace, that one can nothing there and that one should even be grateful of what the passengers on the Canadian interior flights which crosses the American territory are not subjected to the list of monitoring of the United States. We have escaped it beautiful! The sovereign people of Canada can still move from one Canadian city to another without having to ask for the authorization of a third country.
But one can wonder for how long still. Canada made provisions “to harmonize” its security standards air with those of its neighbor, but nothing seems to be able to slow down the increasingly Draconian requirements of this one. The Canadian list prohibited people of flight was supposed to prevent the imposition of the list of the United States, but it seems well that nothing less than one authorization voyage emitted by the United States for the Canadian travellers can satisfy this country.
The mode of grounding of the United States is illicit. It envisages neither equitable procedure of application, neither independent arbitration, nor ground for appeal. Such attacks with the rule of the law constitute a violation of the international law and Canadian Constitution. It is quite simply false to claim that one can “nothing there”. Through the program Secure Flight, one attends the birth of a new order of sovereignty on the airspace which would end up paralysing the international exchanges and transport if each country were at the head put to adopt measures of reciprocity.
No country in the world can tolerate such an abuse sovereignty; the controversy in progress in Canada must be carried for submission to the international community and of the intergovernmental authorities nice, in particular the United Nations. From its geographical site cool, Canada is that which has to lose more in the business and it should take the initiative to carry the debate on the international scene. Canada must give an opinion before it is too late.
